Die internationale Zivillluftfahrtorganisation ICAO schreibt vor, dass an interkontinentalen Flughäfen alle zwei Jahre eine grosse Notfallübung stattfindet. Das Ziel: Überprüfung von Einsatz, Ausbildungsstand, Ausrüstung und Zusammenarbeit.
